See Microsoft KB329049. - A network connection is needed to connect to the PPC 2002 emulator. For developing on a system without a network connect a network loopback device can be used. The cemgr(.exe) process can be ended from the Windows Task Manager to free the development environment. After the IDE is released, shut down and restart the eMbedded Visual IDE. Also: Always save your work BEFORE debugging. Always run the CE Process Viewer (CEPVIEW.EXE). The CE Process Viewer can be used to start the emulator. The CE Process Viewer can end processes not responding. Always save the emulator state if you have loaded files.
